COVID-19 Active Cluster Report - Sivagangga PUI (12.00 pm, 3/8/2020)
ONE MAN'S COVID-19 INDIFFERENCE SENDS 4 MUKIMS INTO TEMCO!

The Sivagangga PUI cluster which originated from the owner of a nasi kandar restaurant in Pekan Naspoh, Kedah, continued to produce more #COVID19 cases. Another case was reported today, involving a close contact, of the owner who had violated his Home Surveillance Order (HSO) by returning to his restaurant.
So far 425 people have been tested with 21 cases reported positive, while 362 have been confirmed as negative. 42 are awaiting test results.
According to the Ministry of Health (KKM), although they managed to trace the transmission through Active Case Detection, it was difficult for the District Health Office and State Health Department to trace all patrons, as the restaurant did not record the details of its customers either through the MYSejahtera app or a customer registration book. The restaurant also did not check the temperature of its patrons. This blatant disregard of regulations has caused a wider transmission of the virus.
The latest case (#9,000), a first-generation victim from the cluster involves a regular customer of the restaurant, who had tested negative after being screened with a Rapid Test Kit at a private medical facility on 27th July 2020. He developed fever and cough on 31st July 2020 but did not contact either the District Health Office or a Government clinic immediately. He only reported to the authorities on the following day that he was a close contact of the index case, and tested positive following an RT-PCR test at a government medical facility. By then he had already participated in various Aidil Adha activities despite being unwell. He was immediately admitted to Sultanah Bahiyah Hospital in Alor Setar for treatment.
Taking a lesson from this episode, the Ministry of Health once again urged the public to constantly adhere to all SOPs and not hide any crucial or vital information from the authorities, especially if you are a high-risk subject and have close contact with those who have been infected. You are dangerously putting yourself and others at risk.
The Ministry also reminded business owners to register with the MYSejahtera app and monitor the registration of all visitors to their premises.
As a result of the Sivagangga cluster, the Kedah state government has decided to implement the Targeted Enhanced Movement Control Order (TEMCO) in 4 mukims (sub-districts) in Kubang Pasu and Padang Terap in Kedah, as of today.
The affected areas that have been placed under #TEMCO are Mukim Ah, Mukim Hosba and Mukim Binjal in Kubang Pasu, and Padang Sanai in Padang Terap. This includes a one-kilometre radius from Restoran Nasi Kandar Salleh. All 7,000 affected residents in the area are expected to be screened for #COVID19 via swab tests.
Five schools in the area were also ordered to close today. The schools are SMK Hosba, Sk Hosba, SMK Megat Dewa, SK Megat Dewa and SK Kubang Palas. Mosques and places of worship in the area will also be closed.
